Description

As the Manager, Application Strategy and Design, you will build, mature and lead a team of professionals who Partner with both the IT portfolio team as well as end business customers to analyze, design, implement and support solutions that will serve a critical role in Blue Shield of California s mission of providing affordable healthcare that s worthy of our family and friends. You will oversee all phases of requirements, conceptual design, testing and support of some of Blue Shield of California s most important enterprise solutions, and your team s work will provide strategic differentiation for the lines of business you support.

In this role you will also provide input to IT strategy, and business unit plans, and provide leadership to our third-party development vendors. Your team will identify and resolve complex technical, operational, procedural, and organizational problems, and you may play lead role or technical consultant role in large or complex projects or initiatives.

In this role you will also be called upon to manage the activities of both internal and vendor software development resources (Development Leads, System Analysts & Developers). This position reports to the Sr. Manager, Application Strategy & Design, and is located in our El Dorado Hills and Woodland Hills, CA office.

Responsibilities:

Day to day team leadership and organizational or resource planning and development

Act as liaison between key internal and external stakeholders and your team, as well as IT applications as a whole

Responsible for requirements, solution design and technical project scope, in particular system use cases, design documents, coding and unit testing expectations as well as Non-Functional Requirements.

Participate in and lead process transformation work, as neede

Serve as subject matter expert for implementation and integration for the applications you support

Oversee operational support as called upon for the applications you support, including issue and problem management resolution, reduction of technical debt as well as maturity of each application capabilities.

Perform team administrative duties including status reporting, team development, self/peer/project assessments

Develop technical and analytical skills and drive increasing applications knowledge within the team and lead efforts to develop department core competencies, execute cross training, and implement succession plan

Carry out personnel management activities including performance management and career development

Maintain a leadership role in setting service direction and ensure standards and policies are maintained and compatible with BSC standards

Collaborate with all Business and IT stakeholders across the organization to improve departmental and organizational performance by developing benchmark measures to evaluate productivity and service quality

 

Qualifications

  • 8+ years of IT management experience with background in successfully leading technical teams to deliver design documents, code and unit test results as per approved architecture solution and requirement documents
  • 5+ additional years of experience in software delivery utilizing current industry standards for automated builds, unit testing, source code control, continuous integration and change management and/or orchestration tools
  • 5+ years of relevant application or production support and incident management experience
  • 5+ years experience overseeing 3 rd party/outsourced managed service providers
  • 5+ years of experience managing a remote/distributed/virtual team
  • Experience in working with on-site and off-shore resources, and a working knowledge of Enterprise Application Integration & Service-Oriented Architecture
  • Demonstrated ability to deliver in both Waterfall as well as AGILE SDLC methodologie
  • Strong experience with both Web services as well as file/ETL base integration
  • Excellent communication skills and strong ability to work independently and effectively with business and technical resources
  • Knowledge of Trizetto Facets, EdiFecs, PIMS, MedHOK (MHK), Oracle Fusion or similar application architectures is highly desirabl
  • The ability to partner with IT and Business stakeholders to define application strategies, roadmaps and funding requests
  • HealthCare Solutions and Business Operations Experience

 

Education/Experience

Bachelor's Degree from four-year college or university
